The Halftone filter dithers your image into a grid of blocks. This is useful for making an image look like newspaper or magazine print, or making an image look like a digitized computer image. The Dot Size slider affects the size of the dots used to render the image. The dots (actually squares) can be smoothed by checking the Smooth checkbox, making them look more soft and round.
